This is one of the least common reasons, but it happens from time to time. Some people like to stare and make other people uncomfortable. They might try to see who can keep eye contact longest, or they may be trying to see how each person reacts to being stared at. They may like seeing the different reactions and may enjoy seeing people become uncomfortable. In some cases, the person is staring because their entire goal is to make you uncomfortable.
